First things first, do the on page properly, implement following points respectively

1. Keyword Research Analysis according to business line of the site
2. Selection of the Keywords for Meta Keywords
3. Place the Keywords in a sentence form while doing Meta Title & Description
4. Content is a king in seo, it should be unique, fresh and following the rule of keyword density it must consists of 4 – 5 % of keywords, those keywords which are selected for the particular (home/inner page) pages

Second, do the off-page of a site in a proper method. There is no thumb rule of doing off-page, if one get a new site for SB, AS, DS, Blogs etc. one can take advantage of it, but there are techniques doing it properly which will get you a good number of backlinks and effective too.
